FIFA has offered members of its Council access to selected documents concerning the controversial FIFA Forward Enterprise (FFE) proposal, which would have involved selling stakes in World Cup-related assets to private investors. The records can be reviewed in person at FIFA’s Zurich headquarters over the next two weeks, subject to strict confidentiality requirements. It remains unclear which documents will be available.
In a letter to the organisation’s leadership, FIFA Secretary General Mattias Grafström invited council members to register for the review. The announcement came shortly before a deadline set by UEFA, which had requested answers by November 2 to more than 100 questions about the proposal and the decision-making process behind it.
The FFE plan was shelved after a backlash. FIFA President Gianni Infantino apologised for the failed initiative but did not provide what UEFA considered full explanations. Grafström described UEFA’s request as particularly broad and said the proposal could not have gone ahead without approval from the FIFA Council and a majority of affiliated federations.
UEFA continues to challenge FIFA over the lack of answers about responsibility for the project and how it was developed. The European governing body has also launched legal action in the United States.
